target/xtensa: add dual-core support

- Example for configuring multiple non-SMP
  Xtensa cores e.g. for heterogeneous debug
- JTAG only at this time; DAP out of scope
- Dual-Xtensa Palladium example via VDebug
- Update Xtensa core config examples
