jtag/drivers/cmsis-dap: Restructure commands

Browse Source 
Use a command group 'cmsis-dap' with subcommands instead of individual
commands with 'cmsis_dap_' prefix.

The old commands are still available to ensure backwards compatibility,
but are marked as deprecated.
