tcl/board/ti/*: Rename files using "-" separator

Browse Source 
Replace "_" file separator with "-" file separator as recommended by
coding standards guidelines. While doing this, add the files that were
present in previous v0.12.0 release to file_renaming.cfg for this
non-trivial rename.
