Øyvind Harboe 00635e28ba jtag: rename JTAG_MOVESTATE to JTAG_TLR_RESET ...

JTAG_MOVESTATE is misleading, this cmd is only used
for reset.

JTAG_PATHMOVE should be used otherwise.
