Noah Moroze b5e7118048 src/helper/startup: fix syntax errors
The missing closing brackets were caught by tclint v0.2.5
(https://github.com/nmoroze/tclint):

tclint src/helper/startup.tcl | grep "syntax error"
```

The improperly escaped backslash was caught by manual inspection during
code review.
