To simplify the caller of rtos_create(), convert the code from
jimtcl oriented to OpenOCD commands.
While there, fix inconsistencies in almost every rtos create()
method and reset rtos_auto_detect to better cooperate on run-time
rtos configuration.

The field 'struct chibios_chdebug::ch_version' is 16 bits wide, so
using le_to_h_u32() and be_to_h_u32() overflows in the following
fields of the struct.
Restrict the endianness conversion to 16 bits and use the target
endianness dependent target_buffer_get_u16().
Convert the 'struct chibios_chdebug::ch_version' to an array of
uint8_t.

Few files include target_type.h even if it is not needed.
Drop the include.
Other files access directly to target type's name instead of using
the proper API target_type_name().
Use the API and drop the include.

With the old checkpatch we cannot use the correct format for the
SPDX tags in the file .c, in fact the C99 comments are not allowed
and we had to use the block comment.
With the new checkpatch, let's switch to the correct SPDX format.

Replace the FSF boilerplate with the SPDX tag.
The SPDX tag on files *.c is incorrect, as it should use the C99
single line comment using '//'. But current checkpatch doesn't
allow C99 comments, so keep using standard C comments, by now.

The function free() can be called with a NULL pointer as argument,
no need to check the argument before. If the pointer is NULL, no
operation is performed by free().
Remove the occurrences of pattern:
if (ptr)
free(ptr);
While there replace a sequence malloc(size)+memset(,0,size) with a
calloc(1,size).
Replace a pointer assignment to '0' with an assignment to NULL.
In server/*, an error is logged if the ptr was already NULL. This
cannot happen since the pointer was already referenced few lines
before and openocd would have been already SIGSEGV in that case,
so remove the log.
