Move the ti targets to a TI folder. Since the folder is ti, we can
drop the "ti" prefix from the files themselves.
Done via the following script:

For historical reasons, no license information was added to the
tcl files. This makes trivial adding the SPDX tag through script:

With no specific license information from the author, let's extend
the OpenOCD project license GPL-2.0-or-later to the files.

Don't give the same names to both flash chips on two OMAP boards.
For OSK, enable DCC downloads (removing a warning).

This is clearly noted in the hardware spec (section 5.2.3); it
works around a chip erratum: "If the MPU_RESET signal is used,
it may cause the EMIFS bus to lock."
I seem to have a board with such an initial build. The chip
is labeled XOMAP. Presumably, parts without that "X" prefix
(eXperimental) resolve this.

This is the missing half of the r1974 patch:
OSK5912 board support, which was split out from
the omap5912 target config.
