Antonio Borneo 266a945ad3 jimtcl: update to version 0.80 (2020-10-29) ...

Update jimtcl to version 0.80.
Add a workaround in Makefile.am to allow 'make distcheck' with the
new jimtcl. A fix is already merged upstream but will be part of
the future release 0.81 of jimtcl.
